I have looked at welfare reform and the only thing I can see is that with more and more people not getting welfare do to how you qualify that less employees are going to be needed.

Check this site... there are some issues there that would affect a cut in welfare... there are also some that would indicate a greater need for welfare. ie. Child abuse incidence.
