A con lobbyist argue that a higly regulated environment makes health care and human service delivery too complex and beaucratic, reducing the quality of care to clients.

How can I write a 350 word response and what should I say agreeing with this. Could someone give me a little help.

With a highly regulated environment, such as our present system with private insurance companies paying much of the costs of medical care, doctors and their staffs fill out detailed reports. They also must be sure to use exactly the right codes to identify the diagnoses and their treatments. This gives them less time to spend with their patients. It also encourages unnecessary procedures that add to the cost and may not be in the patients' best interests.
