'L' has yintercept (0,3) and is parallel to the line with equation y=2/3x+1.

We know that two lines that are parallel must have the same slope. So this line must have the slope (2/3), like the other liner equation.
Then use the equation
y= mx +b
You have the slope now and the yinercept is given.

the equation is
'L' = (2/3)x  3
