I have never heard of the need for APA or MLA or any other citation guidelines needed in memos. For proper reference and citation, there are two elements needed: a Works Cited or Bibliography page and the parenthetical citation within the text itself. Clearly, you don't attach bibliographies/works cited pages to memos.
