This plan also called for the executive legislative, and judicial branches, but called for a one-body Congress instead of two. Also, no matter what the population of a state was, it had only one vote in Congress. Congress would also keep the same powers as in the Articles of Confederation, but would also have Congress gain new powers to tax and regulate trade among the states.
