Wow. Just wow. Rasmussen here too; online courses. At this point, I might just skip this one since I've got a 97% anyway. It's clearly a lazily chosen assignment so I'll choose the lazy route. There's clearly no logical way to answer this question even after years of it being used.

My hunch is that your teacher is referring to the time the Civil Service Commission was started.

Actually, I don't think I am lost. I know what I would do as a member of EEOC, and why. The issues mainly are political, in the political arena you are only in control as much as others (Justice dept, courts, congress) lets you have.
