Well, it says that farmers overplowed the soil and destroyed the grass that was there, creating a lot of dust. There was also a drought that occurred during the 1930's (around the same time I think), along with high winds, which caused the massive dust storms.

I'm not sure if the overplowing or the intense wind storms were the cause, although I guess the latter would be an effect...
