pKa Tris is 8.06. You want 0.1 L x 1M = 0.1 mol Tris. I would add 0.2 mol TRIS (grams = mols x molar mass). Add about 50 mL water to the beaker, insert electrodes of a pH meter, add HCl until the pH reads 7.8, transfer to a 100 mL volumetric flask, add water to the mark, mix thoroughly, stopper.
