There are all kinds of "housing programs" operated by the federal, state, and local governments as well as not-for-profit organizations in many large cities. Sometimes they work in concert, tapping into public and private resources. What have you discussed in class or read about? Is the need for affordable housing being met, or are there gaps for low-income people, the disabled, the elderly, single parents, etc., etc.? In my city, housing prices (to rent or buy) are very, very high, so many people can't afford to live here. The needs vary from place to place.
The question is asking for suggestions on how to realistically strengthen a housing program in order to have a more lasting impact. It also seeks an understanding of the limitations of the housing program. In essence, the question is asking for ways to improve the housing program and identify any drawbacks or constraints it currently faces.
