Locational- center on the delimitation and possibly the demarcation of the boundary
Operational- involve neighbors who differ over the way their border should function

Well, what do you think? Pakistan wants Kashmir inside it's boundaries, and India wants the boundary left where it is now. Is that about legal language, natural resources, or how a border functions? Or is it about where the boundary should be (demarcated)?
