Under the "necessary and proper" clause, Congress may:

C. Do that which is necessary to exercise its enumerated powers

To find the answer, you will need to refer to the United States Constitution. Specifically, the necessary and proper clause is found in Article I, Section 8, Clause 18 of the Constitution.

To locate the Constitution, you can search for it online by typing "United States Constitution" into a search engine. The official website of the U.S. government, archives.gov, provides access to the full text of the Constitution.

Once you have located the Constitution, navigate to Article I, Section 8, Clause 18. This clause states that Congress has the power "To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."

By reading this clause, you can determine that Congress may do that which is necessary to exercise its enumerated powers. This means that Congress has the authority to create laws and take actions that are deemed necessary and appropriate to fulfill its assigned powers as outlined in the Constitution.
