I have 3 questions and I would like to solve it step by step to the answer. Can you help me?

3.) 12 meters/hour = _____ centimeter/second

1) 1 km = 1000 m

2) 1 mile = 5,280 feet

3) 1 m = 100 cm

1) 0.85 m/min = 0.00085 km/min = 0.000014 km/second

You need to learn how to do the conversions. I'll show you how to do the first one.

You want to convert m/min to km/sec
Let's work on the m to km first. There are 1000 m in a km. That 1000 m/km is a conversion factor. Therefore,
0.85 m x factor = km. Now plug in the factor so that m cancels and leaves km.
There are only two ways to place the factor; i.e., either 1000m/1 km or 1 km/1000m. One way the unit we want stays and the unit we don't want cancels. The other way that doesn't happen. Let's just try one at random
0.85 m x (1 km/1000m) = ? km. See that the m unit cancels (that's the unit we don't want to keep) and leaves km which is the unit we want to keep. Now we work on the denominator which is changing min to seconds. There are 60 s/1 min and we can string all of these together.
0.85 m/min x (1 km/1000m) x (1 min/60second) = ?
Note again: m cancels. min cancels. What's left is km/second which is what you want

Mr.Bob, Ms.Sue, can you change it to a common fraction though?

0.000014 = 14/1,000,000

Simplified

14/1,000,000 = 7/500,000

I don't know why you want a fraction. Fractions of meters are always expressed in decimals.

You may want fractions because you thought you had a sure fire way to work these problems on your last post. I have posted a response there since your 0.114 fraction IS equal to 57/500 but 57/500 is NOT the fraction for the problem of 10 ft/min to mph.
