When doing conversions, just recall that you can always multiply by 1 and nothing is changed.

You want to convert meters into miles, and seconds into hours.

3600 seconds = 1 hour
So,
3600sec/hr = 1

Similarly, 1km = 1000m = 0.62 miles, so
.62mi/1000m = 1

Now, write your expression, and multiply by 1 to cancel the appropriate units:

130 m/s * 0.62mi/1000m * 3600s/hr
= (130 * 0.62 * 3600)/1000 mi/hr
= 290.16 mi/hr

Note how the seconds and meters just cancel out, just like variables in the usual algebraic expressions.

Sanity check:
60 mph = 88 ft/s, or about 30 m/s.
You have about 4.3 times that, or 258 mph, so the answer makes sense.
