2x^2 + 2y^2 - 8x + 5y + 10 = 0

    2(x^2 - 4x + ... ) + 2(y^2 + (5/2)y + ... ) = -10
    2(x^2 - 4x + 4 ) + 2(y^2 + (5/2)y + 25/16 ) = -10+ 8 + 25/8
    2(x-2)^2 + 2(y+ 5/4)^2 = 9/8

    (x-2)^2 + (y+5/4)^2 =9/4
