Could someone please explain these?

log_{b}√(7x)

= log_{b}(7x)^(1/2)

=(1/2 log_{b}(7x)

= (1/2) ( log_{b}7 + log_{b}x)

do #46 the same way,

except recall that log(A/B) = logA - logB
