assuming we take f(0) = 3 because that's where a seat starts, we want f(x) to have a minimum of 3, an amplitude of 10 (the wheel radius) and a period of 10

f(t) = 3 + 10(1-cos(2pi t/10))

since cos has a max at t=0, 1-cos has a min.
