You want to cancel one variable
Let's cancel the x's. 8 and 3 have a LCM, which is 24
3(8x + 9y= -19)= 24x + 27y= -57
8(-3x + 7y= -24)= -24x + 56y = -192

0 + 83y= -249
83y= -249
y= -3
Plug into the first equation to figure out what x is now.
8x + 9(-3)= -19
8x - 27= -19
8x= 8
x= 1
