Homework Help: Broadcast news

we had to write a lead on this news, answering what's the what, whats news, and since its broadcasting we had to be it simple and conversational, as if we were reading it.

story: The Bush Administration recently proposed eliminating 20 National Weather Service offices around the UNited States. However, Grand Rapids appears to be winning the battle to keep the NWS in that area. Both House and Senate Subcommittees on Weather Service Appropriations have favored continued funding for the 20 NWS offices; members of the State's congressional delegation announced this morning.
My lead: GRAND RAPIDS SEEMS TO BE WINNING THE BATTLE TO KEEP NATIONAL WEATHER SERVICE.

Does that work? BTW our teacher told us to write it in all CAPS, so I'm not shouting.. ;)
