Wouldn't it depend on what and why you are writing? IT seems to me, if you are writing a short essay, you ought to greatly narrow the topic.
I am reminded of Thoreau's Walden Pond. The thesis of each essay was written so that its meaning could be discerned by inference: it applied to humans, more than the pond flora and fauna.
My recommending is narrow the topic. Civil Engineering is a very broad topic, and it is difficult to have a specific thesis on broad topics: this is the failing of folks who have opinions on gay marriage, abortion, birth control, "education", good, and evil.
It is much easier to argue and support a thesis when it is narrowed.
