4^-3 = 1/4^3 = 1/64

(-2)^-3 = 1/(-2)^3 = 1/-8

7 , the way you typed it ...

(1/2)a^-4 b^2

= (1/2)(1/(-2)^4 (4)^2

= (1/2)(1/16)(16) = 1/2

6. (9 x 10^-3)^2 = 1.8 x 10^-6
