From (1)

3v + c = 22

c = 22 - 3v (3)

Substitute (3) into (2)

2v + 4(22 - 3v) = 28

2v + 88 - 12v = 28

-10v = -60

v = 6

Therefore, the number of people that can be transported in a van is 6
