In 2011, the population of the United States was about 3.12 x 108. The population of the Japan was about 1.27 x 108. About how much more was the population of the United States than Japan?

more than indicates a difference, so subtract.
3.121.27 = 1.85
you should have noticed that your answer was not one of the choices, so maybe some rethinking was in order.
If I ask how much bigger 10 is than 6, would you add 10+6?
