how many times less is 400 than 4 million; explain

400 * 10,000 = 4 million

so I guess it's 10,000 times "less", though I hate that phrasing.

It's 10000 times as small, but it can only be 1 times less, since that's everything. Less usually means subtracting, not multiplying.
