a. is less detrimental to development than loss of vision.
b. is more detramental than loss of vision.
c. requires education in seperate facility for all school years.

Since vision is more necessary for moving around in the environment and hearing is not, I would tend to agree with A. However, I am not sure what you mean by "ssecere loss."
