You'd be correct to choose B for 17 IF the sentence had "among" in it instead of "between."
I agree with you on 18.
For 19, there are 3 correctly phrased passives, but since I don't know what "appropriately" means to you, it's a toss-up!
For 20, again, you'll need to refer to what "deductive order strategy" means in your course.
