container with less water = x quarts
container with more water = y quarts
x + y = 35 or y = 35x
after pouring:
container with less water = x7
container with more water = y +7
y+7 = 4(x7)
35x + 7 = 4x  28
5x = 70
x = 14
the container with less water had 14 quarts
check:
original:
smaller  14
larger  3514 = 21
outpouring:
smaller  7
larger  28
Is 28 4 times as much as 7 ?? , YES
