1.- In Mexico the question "¿qué tiempo hace" is better to use when you ask the amount of minutes, hours, etc, you take to go to one site to another, it is better to use: "¿cómo está el clima o el tiempo?, in English you are right.
e.g. answer: "está lluvioso".
