What is the valency and outer most electrons in scandium to zinc?

Valence varies weidely.

The easy way to remember the outer electron configuration is the DrBob rule.
Ca, the element just before Sc, is 1s2 2s2 2p6 3s3 3d0 4s2. The number of electrons in the 3d orbital is the same as the second number of the atomic number. There are two exceptions at Cr and Cu.
Sc has 3d1, Ti = 3d2, V = 3d3 Cr = 3d54s1, Mn is 3d5 4s2, Fe is 3d6, Co is 3d7, Ni is 3d8, Cu\ is 3d10 4s1.
