When you get a question like this that seems unclear, try doing it with smaller, more easily handled numbers. That will show you how to do it; then you just have to do it.
Would you have had any trouble if the problem had been one of these?
what is one less than 2?
what is zero less than 7?
what is 5 less than 10?
That shows you that you need to do a subtraction. If that's not clear, then you need to review what it means to be less than or greater than.
