what does this sentence mean in regular english "The United States Federal Government should substantially increase development of domestic infrastructure."

and what is the basic meaning of domestic infrastructure?

Domestic means at home, in the U.S. Infrastructure means roads, bridges, communications facilities, sewers, water supplies, schools.

This writer wants the federal government to spend more money on necessary services within the U.S.
