I just want to make sure im right. I wanted to know if the windows on the dome of the Ibn Tulun are arched?

Yes, this type of arch is called a Corbel arch. It was common in stone buildings in the early middle ages. (It is easy for stone masons to make it, as it does not require an arched wooden frame during construction as does the Gothic or Greek arch.
