Ida plans to construct a square showing exact measurements of the sides. Which combination of tools would best help Ida construct the square?

since no physical measurement can be truly exact, this is tough.
A carpenter's square, with suitable markings on its sides, along with a sharp enough pencil, will do the job. The square has a rigid right angle, so it can be used to mark off 2 sides of the proper length, repeated as needed.
