1. Pele has been on three World Cup winning teams.

2. Pele has been on World Cup winning teams three times.

(Is #1 the same as #2 in meaning?)

Yes, they mean the same thing, but you don't need the word 'winning' in there. It's implied. And the sentences read awkwardly if you keep 'winning' in them.
