I have a dispute with my teacher in 7th grade. In referring to McCarthyism in the phrase "towards the end of this reign of terror", is "reign of terror" a metaphor?

Yes. The word "reign" is specifically referring to a time when a king or emperor is in power. This is referring to McCarthy as if he had made himself a king.
