Are there any errors in this sentence. I say it is correct.

Consumers, who choose not to recycle, dump their waste in landfills.

With the commas included, the sentence means that ALL CONSUMERS dump their waste in landfills. Is that the real meaning?

If you mean that only those consumers who don't recycle dump ... then remove both commas.
