I think the subject is far too broad. There is not only one "racial ideology" in NA and not only one "racial ideology" in SA/Caribbean. You'll need to be more specific in stating what you intend to compare.
Well on the 2009 AP World history exam one of the essay topics is "For the period from 1500 to 1830, compare North American racial ideologies and their effects on society with Latin American/Caribbean racial ideologies and their effects on society." So College Board doesn't think that anything needs to be more specific.
