Some U.S. communities still ban the sale of alcohol. Most that allow alcohol sales limit the number of alcohol sales licenses.

Hmm -- we have high taxes on alcohol. Also there are strict age restriction on consumption and purchase of alcohol. Some states and communities limit alcohol sales. Many years ago I tried to buy cold beer at a convenience store in a neighboring state. The clerk looked aghast and said they had no cold beer. They didn't want people standing outside the store drinking beer.
