There is no such word as "reflaction".
The angles of incidence and reflection are always equal. If you are talking about refraction angles, they are NOT equal to incidence angles.
Your question does not make sense as you have written it.
If the angles af indidence are equal for light beams entering the three media A, B, and C, coming from air or vacuum, and the angles of refraction are 15, 25 and 35 degrees respectively, then medium A has the highest refractive index and the lowest speed of light.
