the length of a rectangle is x inches and its width is 4 inches more than two thirds of its length. What is the perimeter of the rectangle in inches?

2 x + 2*[(2x/3) + 4]
= (10/3)x + 8

You have to know the value of the length (x) to come up with a numerical value for the perimeter.
