y varies inversely with x means that y = 1/x times some constant k.
So, y = k/x is the general form of an equation of variation where y varies inversely as x.
But now you also know that for a specific value x = 6, y = 1. Plug those values in to your equation to get something that only has k in it.
1 = k/6.
Solve that for k.
Now you can write your equation
y = k/x using the number you found for k. The number k is probably what is being called the "variation constant" and the expression y = k/x is the equation of inverse variation.
It's funny that something can be called a "variation constant" because those two words seem to mean opposites!
