Hello. I'll be grateful if you help me with a few questions.
1)Which is correct,'civilian people' or 'civil people' (meaning "civilians")?
2)Would you use the article in the context "to decrease (the?) strain between the countries"?

1. Neither. Just use "civilians"

2. Either will work fine -- with or without "the"
