Homework Help: English/Grammar

I was told to write a paragraph with less than 100 words. The paragraph below has 94 words. I will only receive points if there are NO grammar or punctuation errors. Are there any errors in my paragraph below? Thanks.

The new library being constructed costs over forty million dollars. It is understood that construction is behind schedule due to the quantity of rain during the past year. Letters, appearances and protests by many upset people have been occuring regularly. Personally, I think this chaos needs to come permanently to an end. The campus administration should take upon the responsibility of additional funding and hire on extra crew members to have the construction back on schedule. There should be no reason why this building is not already completed and open to the campus.
