a = 3d/2
7th term exceeds the 3rd term by 1
a+6d > a+2d by 1
a+6d = a+2d + 1
4d = 1
d = 1/4
then a= (3/2)(1/4) = 3/8
10th term = a+9d = 3/8 + 9(1/4) = 21/8
check: a=3/8, d=1/4 or 2/8
