set everything as powers of 3:
(3^2)^x = 3^(-3)
3^2x = 3^(-3)
since powers equal (or, take log base 3 of both sides),
2x = -3
x = -3/2
check:
9^(-3/2) = 1/9^(3/2) = 1/3^3
