Row 1 = 1 owner 1 pet

we have come up with 2 owners 6 pets?????

2 owners, 3 pets each
There is a pattern. The owner part goes 1212121 so the next owner would be 2. The pets go up by one every 2 people so it would be 3.
2 owners, 3 pets each
