I don't see any criteria on the site. I just check does tells me the rules on how to get one.

This is what I mean by the criteria.
"This event celebrates academic achievement, outstanding participation and accomplishments of local children of color in the categories of community service, artistic expression, athletic ability and accomplishment, leadership activity and personal triumph and success. Nomination by school districts."
