The answer of Ms,Sue is wrong.

9 / 10 Y = 36 Multiply both sides with 10 Y

9 = 36 * 10 Y

9 = 360 Y Divide both sides with 9

1 = 40 Y Divide both sides with 40

1 / 40 = Y

Y = 1 / 40

Y = 0.025

we only divide by 10 or else Tom should have said

9/(10y) = 36

so Ms Sue took it exactly the way it was written and her answer is correct.
