I'm finding nothing about him -- not through regular Google, not through Google Advanced, not through Google Scholar.
This is the only link I found by means of Google Scholar (http://scholar.google.com) about his work:

I found that the journal article was also on the European University Institute. This means he has to be studying for a doctrate or have achieved a doctrate doesn't it?
