It is easy to "step off" points above and below by using the rise/run = -2/1 slope definition, that is, add 1 to the y value, add -2 to the x value or
add -1 to y and +2 to the x
other points:
(0,9) (-1,11) (-2,13) , (notice the slope between any pair is -2)
looks like (0,9) is it
