9y = 2x - 4
y = (2/9) x -4/9
slope = m = 2/9 for this line and all parallel lines
y = (2/9) x + b
9 = (2/9)(-8) + b
81 = -16 + 9 b
b = 97/9
so
y = (2/9) x + 97/9
